This contribution aims at analyzing the effects of the european integration process on the Member States, which are « Nation-States ». It tends to show that the integration process does not affect the sovereignty of the States (which is more reshaped than annihilated). On the contrary, the Nation sees european integration as a loss of identity. In fact, citizens feel that they are deprived of their capacity for self-determination because of the transfer of powers granted to the European Union.
This paper explores ways to restore citizens�capacity for self-determination within the European framework, in particular through the construction of a genuine European political identity that could be built on European citizenship.
La présente étude vise à examiner les effets du processus d�intégration européenne sur ses composantes, les Etats-Nation, et tend à montrer que l�intégration n�affecte pas tant l�Etat (dont la souveraineté est davantage remodelée qu�atteinte dans sa substance), que son substrat humain, la Nation, qui voit dans l�intégration européenne une atteinte à son identité. Ceci s�explique par le fait que les citoyens ont le sentiment d�être privés de leur pouvoir d�autodétermination du fait du transfert des compétences à l�échelle européenne.
La présente contribution explore alors les pistes permettant de restaurer la capacité d�autodétermination des citoyens dans le cadre européen, notamment par le biais de la construction d�une véritable identité politique européenne qui pourrait prendre appui sur la citoyenneté européenne.
