La red Haqqani y la evolución del yihadismo transnacional en la región AF-PAK

    La Red Haqqani ha sido uno de los actores armados no estatales con mayor influjo en Afganistán y en los sucesivos conflictos que han venido asolando a ese país desde 1970. Además de crear uno de los grupos terroristas más competentes y temibles de Asia Central, gracias a su larga historia de colaboración con las principales organizaciones extremistas arraigadas en la región Af-Pak, incluida la propia Al Qaeda, los Haqqani han funcionado como un verdadero multiplicador de fuerzas para el yihadismo local y transnacional. En las circunstancias presentes, los líderes de esta formación retienen buena parte del poder y el potencial de violencia acumulado desde finales del siglo pasado, habiéndolo acrecentado a través de su progresiva compenetración con la actual dirección de los talibán. Este trabajo analiza al grupo militante conocido como la Red Haqqani, examinando sus aspectos más relevantes:

    ideología y estrategias, ámbitos de implantación y actividad, evolución histórica, estructura y pautas organizativas, vínculos con otros actores relevantes en Afganistán y Pakistán, sistema de financiación, actividad violenta y repertorio operacional.

    Asimismo, se presta una atención muy especial al papel que los Haqqani podrían desempeñar en Afganistán durante los próximos años, así como en la evolución del extremismo violento en Pakistán.

    The Haqqani Network has been one of the non-state armed actors with greater influence in Afghanistan and in the continuous conflicts that the country has suffered since 1970. The Haqqani network is seen as one of the most capable and deadly terrorist groups in Central Asia, and also served as multiplier effect for the strengths of the local and transnational jihadism due to its long history of engagement with the main extremist organisations in the Af-Pak region, including Al Qaeda. Currently, the leaders of this organisation hold large part of the power and have the potential for violence earned since the end of the last century; the potential for violence has been increased through the Haqqani’s progressive and close rapport with the current top leadership of the Taliban. The purpose of this paper is to analyse the militant group known as the Haqqani Network by reviewing its key aspects: ideology and strategy, establishment and operating areas, historical development, structure and organisational patterns, links with other high ranking actors in Afghanistan and Pakistan, financial system, violent activity, and operational repertoire. Furthermore, special attention is given to the role that the Haqqani Network could play in Afghanistan in the years ahead, as well as in the evolution of the violent extremism in Pakistan
