    En este trabajo se pretende analizar una materia específica de relaciones intergubernamentales, tanto en su dimensión vertical como horizontal: las relaciones intergubernamentales en el contexto del sistema multinivel de la UE. En concreto se busca centrar el análisis de las relaciones intergubernamentales entre las CCAA y entre ellas con el gobierno central. El trabajo se concentra especialmente en los mecanismos de cooperación intergubernamentales existentes para la participación en la fase ascendente de la formación de la posición negociadora del gobierno central, y por otro en los mecanismos externos de la participación que requieren una cooperación intergubernamental.

    In this paper will concentrate on a specific field of intergovernmental relations in the Spanish State of Autonomies: the intergovernmental relations in the context of the EU multilevel system. In particular, we will focus on the analysis of the intergovernmental relations among the Autonomous Communities and between them and the central government. The text analyses intergovernmental cooperation mechanisms which allow the participation of the the Autonomous Communities in the definition of the negotiating position of the central government.
