El presente trabajo tiene por propósito precisar el significado de la transparencia en la gestión pública como una exigencia de carácter ético relacionada con la información que los agentes deben dar en el ámbito sus funciones, reconociendo al ciudadano como el dueño de la información que producen y guardan. La transparencia tiene un especial valor como herramienta para combatir la corrupción y, de esa forma, contribuir a la meta de lograr instituciones inclusivas y efectivas para el desarrollo sostenible como lo establece el objetivo 16 de la Agenda Global para el Desarrollo Sostenible. El desarrollo del trabajo precisará los conceptos de transparencia, de acceso a la información, y de gobierno abierto que, a partir del el uso de la tecnología de información y comunicación, abre los procesos del Gobierno y permite el acceso del público a la información. Se concluye que la transparencia en la gestión pública es ante todo una decisión política mediatizada por procedimientos que aseguren el acceso a la información para el control ciudadano y, de esaforma, dar sentido a los sistemas democráticos.

The present work has the purpose to specify the meaning of the transparency in the public management as a requirement of ethical character related to the information that the agents must give in the field of their functions, recognizing him as the owner of the information that produce and save. The transparency has a special value as a tool to combat the corruption and, in that way, contributes to achieve inclusive and effective institutions for the sustainable development as established in the target 16 of the Global Agenda for the Sustainable Development. The development of the work will require the concepts of transparency, access to information, and open government that, from the use of information and communication technology, opens the Government processes and allows the access of the public to the information. It concludes thatthe transparency in the public management is first and foremost a political decision mediatized by procedures that ensure the access to the information for citizen control and, thereby, give sense to democratic systems.
