Resumen de Le projet Natura 2000 et la protection du patrimoine naturel: L’exemple des sites expérimentaux pyrénéens

  Natura 2000 and the protection of our natural heritage on experimental sites in the Pyrenees. – In the French countryside, Natura 2000 was criticized when its major objectives were made public a few years ago. This EU program has brought to light the complexity and acuity of land-related problems in underprivileged rural areas. However, the lessons drawn from a few locations experimenting with Natura 2000 shed light on the program’s possible implications for rural planning and development; and draw attention to the way this program inaugurates or reinforces exchange networks and partnerships between socio-economic activities and actions for conserving the natural heritage. A listing of the difficulties encountered in the field and of the somewhat blurred middle-term prospects refocuses attention back onto the incoherence and shortcomings contained in a technocratic initiative with much broader aims than the goal of setting policy in this sector.

  Le projet Natura 2000, fortement critiqué en France par une partie des acteurs du monde rural lors de la diffusion auprès du grand public de ses objectifs, met en évidence les complexités et l’acuité des problématiques territoriales dans les zones rurales défavorisées. Pourtant, le suivi de quelques sites expérimentaux pyrénéens révèle les implications possibles du projet en matière d’enjeux territoriaux, de développement et d’aménagement de l’espace ainsi que la confirmation ou l’initiation de nouveaux réseaux d’échange et de partenariat entre activités de valorisation socioéconomique et activités de préservation du patrimoine naturel. Une recension des difficultés rencontrées sur le terrain rappelle les incohérences et les lacunes véhiculées par une initiative technocratique qui est beaucoup plus qu’une simple politique sectorielle
