Se ha producido un cambio apreciable en la política norteamericana hacia América latina. Obama ha sorprendido con ciertos movimientos diplomáticos que hacen pensar que ha retomado la iniciativa: el anuncio del secretario de Estado John Kerry de que se abandonaba la vieja «doctrina Monroe» y la reanudación de las relaciones diplomáticas con Cuba son dos ejemplos claros. Por otro lado, las inminentes elecciones norteamericanas, las recientes elecciones y referéndum en América del Sur, los posibles acuerdos de paz en Colombia, la desaceleración de la economía china, y la recesión consecuencia de la misma en gran parte del subcontinente, hacen pensar en cambios. Lo viejo, la hegemonía bolivariana, está en retroceso, pero lo nuevo, cuya verdadera identidad aún se desconoce, no ha terminado de aflorar. Mientras unos insisten en seguir al pasado, otros esperan a los que todavía no han llegado.

There has been a significant change in US policy toward Latin America. Obama has surprised certain diplomatic moves that suggest that has taken the initiative: The announcement of Secretary of State John Kerry that the old «Monroe Doctrine" and the resumption of diplomatic relations with Cuba are two clear examples. On the other hand, the upcoming US elections, the recent elections and referendum in South America, possible peace accords in Colombia, the slowdown in the Chinese economy, and the result thereof in much of the subcontinent recession, suggest changes. The old, the Bolivarian hegemony is declining, but the new, whose true identity remains unknown, has not surfaced yet.
