The project do not refuse to make a choice begun in March 2000 with the aim to locate an incinerator and a landfill in the province of Turin, through a participatory process involving a commission composed of local institutional subjects and citizens’ representatives. The goal was to find the two more suitable sites for both plants, according to technical and social equity viewpoints. The commission worked for 17 months, defining and discussing criteria for evaluating a list of candidate sites. A multi-criteria method of analysis was used to achieve the final result. This process represents a pioneer case in Italy and a good example of governance in environmental decision making.
