  • ''We must realise that we are talking about doubling the 2020 objective,'' said Reinhold Mitterlehner, Austria's Economic Affairs Minister. ''We have to see how we can deal with carbon leakage so we can protect our industry,'' he added.

    He also stressed one particularly energy intensive process is the production of cement using limestone and silica: ''They're using a lot of fuel to heat to high temperatures to make clinker, that's ground up to make the cement.'' ''Unless the EU takes action, [energy] costs will continue to rise. This could destroy the manufacturing industries that are the backbone of Europe's economy,'' [Lakshmi Mittal] concluded.
