    Institutional continuity or centralizing reaganism. Marie-France Toinet. On becoming president, R. Reagan declared himself favorable to a reduction of the role of the federal government. After eight years, it cannot be said that he has institutionally succeeded. On the federal level (relations between the presidency and the other branches of government as well as with the regulatory apparatus) and between the different levels of the federal pyramid, the federal government is more powerful than ever. The people (in particular in the field of individual rights) have continued to lose ground.

    La continuite institutionnelle ou le reaganisme centralisateur. Marie-France Toinet. En arrivant à la présidence, R. Reagan se déclare favorable à une réduction du rôle de l'État fédéral. Après huit ans au pouvoir, on ne saurait considérer qu'il y soit institutionnellement parvenu. Tant au niveau fédéral (relations de la présidence avec les autres institutions et l'administration, problème de la réglementation) qu'au sein de la pyramide fédérale, l'État fédéral est plus puissant que jamais. La société civile (droits individuels) ne cesse de perdre du terrain.
