    • Tourism plays an increasingly important role in local development. Municipalities are therefore increasingly competing for tourists as well as for investors who will invest in the construction of tourism infrastructure, such as hotels. The aim of the study was to identify the most important factors that determine the attractiveness of municipalities for potential hotel investors. The research was conducted in three Polish provinces, Lower Silesia, Opole, and Silesia, in 2000–2009. The findings show that potential investors were guided by: access to human resources and the land available for investment, the size of the tourism supply, the intensity of competition in the hotel sector, and incentives from local authorities.
