Las consecuencias de la burocratización en las organizaciones de servicios sociales

    El artículo parte del conocido argumento sobre los límites del Estado de Bienestar para plantear la posibilidad de que existan serias restricciones en la capacidad de los servicios sociales en España para modificar y mejorar sustancialmente las situaciones de exclusión y pobreza en las que interviene. Esta cuestión ha sido tratada por diferentes autores que coinciden en señalar la burocracia como uno de los elementos que está limitando la eficacia de los servicios sociales. En ese sentido, el autor describe cómo afecta a estas organizaciones en la tarea de prestar ayuda al entrar en colisión con el mandato del control y supervisión del malestar que se le exige. Se describen así las lógicas que subyacen en estas organizaciones y se explicitan las consecuencias que tienen para éstas el aumento del burocratismo, para concluir reafirmando la importancia de este factor como condicionante de la intervención social.

    Article start from the familiar argument about the limits of the welfare state to raise the possibility of severe restrictions on the ability of social services in Spain to modify and substantially improve the situations of exclusion and poverty in which it acts. This issue has been addressed by different authors agree that the bureaucracy as one of the elements that are limiting the effectiveness of social services. In that sense, the author describes how it affects these organizations in the task of bring support with the mandate of monitoring and supervision of the malaise that is required. The logic underlying these organizations are well described and the implications for them increased bureaucracy, to conclude by reaffirming the importance of this factor as a determinant of social intervention are explained.
