La enseñanza universitaria del Derecho en Cuba, sus dilemas ante la reforma que viene:: ¿cuánto se gana y cuánto se pierde?

    El debate sobre el contenido y métodos en la enseñanza del Derecho ha alcanzado renovada actualidad en el contexto internacional marcado por la Declaración de Bolonia de 1999. Este trabajo aporta un análisis sobre las tendencias y patologías existentes en la enseñanza universitaria del Derecho, los logros experimentados en Cuba, con énfasis en la labor de la Facultad de Derecho de la Universidad de Oriente con vistas a superar la enseñanza dogmática tradicional y lograr un equilibrio entre los diferentes componentes del proceso educativo. También se brinda un diagnóstico sobre los dilemas que derivan de la propuesta oficial de reforma a los planes de estudios, que parece inspirada en la Declaración de Bolonia, constatándose que habrían cambios positivos, otros sin gran- des implicaciones, dados los avances alcanzados por Cuba en cuanto a métodos de enseñanza, pero también se generan desafíos como lo será garantizar lograr un nuevo diseño curricular bajo la reducción de la ca- rrera de Derecho a cuatro años, con el cual no se afecten los niveles de calidad logrados en la formación de los juristas; otro desafío lo constituye satisfacer las necesidades de profesores y alumnos en cuanto a tecnologías de la información y la comunicación (NTIC), y la ampliación de la oferta de posgrado académico.

    The debate on the content and methods in the teaching of Law has reached renovated present time in the international context marked by the Declaration of Bologna 1999. This work contributes an analysis on the tendencies and existent pathologies in the university teaching of Law, the achievements experienced in Cuba, with emphasis in the work of the Law School of the University of East with views to overcome the traditional dogmatic teaching and to achieve a balance among the diffe- rent components of the educational process.

    This article also offers a diagnosis on the dilemmas that derive from the official proposal of reformation to the study plans that it is inspired by the Declaration of Bologna, being verified that there would be positive changes, others without big implications, according to the advances rea- ched by Cuba as for teaching methods, but challenges are also generated like it will be it to guarantee to achieve a new curricular design under the reduction from the Law career to four years, with which the levels of quality are not affected achieved in the formation of the jurists, another challenge constitutes it to satisfy the necessities of professors and students as for NTIC, and the amplification of the offer of academic graduate degree.
