    • At the European Union level, the management of forced migration combines elements of the policy on external-border control and instruments of the Common European Asylum System. This article aims to examine how some of the strategies applied by States in order to fight illegal immigration and one of the instruments of the policy on asylum, the Dublin system, strike a delicate balance between security and human rights. It will be argued that these strategies and normative instruments may hinder the right to seek asylum in a safe country, and that a fairer and more equitable system for sharing responsibilities should be developed
