Nascut el 1878 a Vielha, la trajectòria de Josep Maria Espanya fou extraordinàriament polièdrica. La constant recerca del millor camí per assolir el federalisme fou l’eix de la seua vida política. President de la Diputació de Lleida (1913-17) i un dels màxims impulsors de la Mancomunitat, des del Partit Liberal s’atansà al catalanisme polític i ingressà a la Lliga Regionalista. Durant el període de la Generalitat republicana fou diputat per ERC i assumí la Conselleria de Governació durant l’estiu de 1936, des de la qual dugué a terme una important tasca tot facilitant la fugida de persones en dificultats enmig del context revolucionari. Morí a Colòmbia el 1953.

Born in 1878 in Vielha, Josep Maria Espanya’s career was extraordinarily multifaceted. A constant search for the best way to achieve federalism formed the core of his political life. President of the government of Lleida province (Diputació) from 1913 to 1917 and one of the greatest promoters of the Catalan Mancomunitat (Commonwealth), he entered Catalan politics via the Liberal Party then joined the Regionalist League. During the period of the Republican government of Catalonia (Generalitat) he was a member of parliament for the ERC party and took over the Ministry of Government during the summer of 1936, from which he carried out the very important work of helping those encountering difficulties due to the revolutionary context to escape. He died in Colombia in 1953.
