Resumen de Une approche pragmatique de la qualité environnementale urbaine des quartiers populaires

  In this article, we present a proposition for addressing urban environmental quality (UEQ) in a pragmatic perspective. We argue that it is possible to skirt the necessity of an a priori theoretical positioning of UEQ, by building progressively, and in a logic of inquiry, the meaning of this notion. The proposed methodology allows local actors (municipal administrations, local NGOs) with limited resources to grasp what is at stake in the confrontation and the articulation of the natural and the social in their local context. This could be done, on one hand, through mapping representations of UEQ among the population and users of the neighbourhood, on the other, through an “objectified” evaluation of UEQ. In the first part, we will go through different interpretations of UEQ and clarify our pragmatic positioning. In the second, we present the proposed methodlogy. In the third, we present the case of Bourj Hammoud popular neighbourhood in Beirut. In the conclusion, we identify the main contributions and limitations of this methodology.

  Dans cet article, nous présentons une proposition pour aborder la qualité environnementale urbaine dans une perspective pragmatique. Le pari est qu’il est possible de contourner la nécessité d’un positionnement théorique a priori, en construisant progressivement et dans une logique d’enquête le sens de cette notion. La méthodologie proposée permet à des acteurs locaux de faibles ressources (administrations municipales, associations locales…) de saisir les enjeux de la confrontation et de l’articulation du naturel et du social dans leur contexte local, en s’appuyant, d’une part sur les représentations de la qualité environnementale urbaine chez la population et les usagers du quartier et de l’autre d’une appréciation « objectivée » de celle-ci. Dans une première partie, nous revenons rapidement sur différentes interprétations de la qualité environnementale urbaine et précisons notre position pragmatique. Dans la seconde, nous présentons la méthodologie proposée. Dans la troisième, nous présentons le cas de du quartier populaire de Bouj Hammoud à Beyrouth. Dans la conclusion, nous revenons sur les principaux apports et limites de cette méthodologie.
