    Uno de los instrumentos jurídicos tradicionalmente utilizados por los Estados europeos –entre ellos, España–, en su política de vivienda, para facilitar el acceso a la misma de los ciudadanos, es la regulación de la que, de modo genérico, se puede califi car como vivienda social o protegida. El presente análisis se centra en un aspecto que, como la práctica demuestra, constituye campo abonado para el fraude cuando no existe una adecuada labor de inspección por parte de las Administraciones públicas: las limitaciones a la facultad de goce que afectan al propietario (y también al arrendatario o titular de tales facultades en virtud de otro derecho, como puede ser el de superfi cie) de vivienda protegida

    One of the legal instruments traditionally used by European States, including Spain, in its housing policy to facilitate the access of the citizens, is the regulation that, in generic mode, can be described as social or protected housing.
