    El artículo pretende analizar el mecanismo de participación ciudadana denominado iniciativa popular, y una propuesta de reforma a su legislación. La primera parte refiere a aspectos generales, como la definición de la iniciativa popular y su fundamento jurídico. En la segunda parte se desarrolla la legislación comparada, y en la tercera y última, se analiza la normativa costarricense relacionada con dicho instituto. Finalmente, se propone una reforma en cuanto al porcentaje de firmas para la presentación de proyectos de ley

    The article intends to analyze the mechanism of citizen participation known as popular initiative and a proposal to reform its legislation. The first part deals with general aspects such as the definition of a popular initiative and its legal foundation. The second part deals with the comparative legislation and the third and last part analyzes the Costa Rican norm related to that institution. Finally, there is a proposal for a reform in regard to the percentage of signatures for the presentation of bills
