La década de los noventa constituye un período decisivo por la aprobación de la Ley Orgánica de Descentralización, Delimitación y Transferencia de Competencias (1989) y la modificación de la Ley Orgánica de Régimen Municipal (1989) por la elección directa de los Alcaldes, lo cual manifiesta un cambio en el estilo de gestión municipal. El diagnóstico de la Costa Oriental del Lago (COL), para el período 1993-1995, revela las contradicciones de una industria rentable y una subregión con un alto déficit presupuestario que incide en una desmejora de los servicios básicos en general. El objetivo del estudio es evaluar el proceso de decisiones y acciones en la gestión de los Municipios de la COL, en el período 1993-1995, en el marco de las nuevas relaciones que definen las leyes orgánicas: Régimen Municipal, Descentralización y Régimen Presupuestario (1992). Se concluye que la formulación de las decisiones y acciones obedece a un ejercicio técnico no orientado con el desarrollo local sustentable, por cuanto las decisiones se asumen en forma reactiva, no ajustadas a las leyes y demás instrumentos legales.

The decade of the nineties constituted a decisive perlod in relation to the approval of the Law of Decentralization and the modification of the Law of Municipal Regimen allowing for the direct election of Mayors, and this became apparent in the change in style of municipal administration. A diagnosis of the East Coast of the Lake (COL) for the period 1993-1995 reveals contradictions due to fue existence of a highly profitable regionally based industry and at the same time a huge budgetary deficit fuat creates a deficit in basic general services. The objective of fuis study is to evaluate fue process of decision-making and actions in the administrative management of the East Coast Municipalities over the period 1993-1995, within the context of the new relationships that are defined in the organic laws: Municipal Regime, Decentralization and Budgetary Regimen (1992). The conclusion was that the formulation of decisions and actions i8 basically a technical exercise and not guided by the objective of locally sustained growth. As a consequence, the decisions are taken in reaction to crisis; they are not well based on the laws or on any other legal instruments.
