La reducción del Estado a un conjunto de procesos e instrumentos de gestión es característica de los programas de refonna institucional auspiciados por el Banco Mundial y otros organismos financieros multilaterales. Aceptando la relevancia y la especificidad de la problemática de la gestión, y la conveniencia de la modernización de sus instrumentos, el artículo destaca la vinculación existente entre esos programas y detenninados objetivos políticos y de desarrollo derivados de las transformaciones recientes en las relaciones de poder entre actores. Se afirma que el tipo de reforma estatal así impulsado refuerza esas relaciones de poder y la distribución desigual de ganancias y pérdidas que ellas institucionalizan.
The reduction ofthe state lo a series ofadministrative processes and instruments is characteristic of the institutional reform programs promoted by the World Bank and other multi-national financial organisms. Whíle accepting the relevance and specificity of the management problem and the convenience ofthe modemization ofadministrative instruments, this artiele points out the existing relationships between these programs and certain political and developmental objectives derived from recent transformations and the relationships between the actors. The article reaffirms that the type of state reform being proposed reinforces the unequal distribution of eamings and losses that they institutionalize.
