    El trabajo persigue realizar un análisis general de las Leyes 39 y 40/2015 en tres aspectos: primero, describiendo los defectos globales que les afectan (principalmente, la división en dos textos y la intención principal de la reforma, dirigida a reforzar el funcionamiento de las Administraciones). Segundo, examinando las instituciones que, debiendo haber sido reformadas, no han sido objeto de modificaciones. Y tercero, enumerando las nuevas cuestiones que una futura legislación de procedimiento y régimen jurídico debiera emprender

    The paper aims to conduct a general analysis of Acts 39 and 40/2015 in three areas: first, a description of the global defects that affect them (mainly, the division into two texts and the main intention of the reform, aimed at strengthening the functioning of the Administrations); second, an examination of those institutions that, although they should have been reformed, have not been subject to any modifications; and third, a list of new matters that any future procedural legislation and legal regime should undertake
