    En las últimas décadas las organizaciones no gubernamentales y el Estado han trabajado a favor de los sectores menos favorecidos con diferentes enfoques, objetivos y actividades; sin embargo, en este proceso se han aproximado a partir de un conjunto de cambios en las concepciones del desarrollo y de los mecanismos para lograrlo, así como de las circunstancias en las cuales éste debe buscarse. En el artículo se intenta ensayar algunas ideas sobre las características de este proceso y las circunstancias a las cuales han respondido, así como bosquejar los puntos de encuentro, las posibílídades que representa, pero también las limitaciones que comprende.

    Over the last decades non-governmental organizations and nation states have worked in favor ofthe les s favored sectors ofthe population with different perspectives, objectives and activities; however in this process they have gradually come together in terms ofa series ofchanges in the conception of development and the mechanisms necessary to reach it, as well as in the circumstances in which development can be achieved. In this article we attempt to explain certain ideas as to the characteristics ofthis process and the circumstances in which there is response, as well as an outline ofthe points in common, the real possibilities and what they represent, and the limitations in this process.
