Las relaciones establecidas entre los Wayuu y los habitantes de Sinamaica, requirieron regularse por medio de ciertas medidas de control por parte del Estado venezolano a objeto de equilibrar los vínculos de poder entre las "parcialidades" indígenas y el Gobierno de la Provincia. Estas medidas dirigidas a la "Reducción y Civilización" de la sociedad, originaron respuestas violentas de la sociedad Wayuu, quienes mediante las "incursiones" y "tropelías" defendieron su territorio y recursos naturales. Esto reveló la lucha por conservar su autonomía, organización social y leyes ancestrales.

The relations established between the Wayuu and the inhabitants of Sinamaica requíred regulatíon through certain measures ofcontrol by the Venezuelan State in order to balance the relations ofpower between the indigenous "partialities" and the Government ofthe Province. These measures, aimed at the "reduction and civilization" of society, originated violent responses from the Wayuu society, which by means ofthe "attacks" and "rebellions" defended their territory and natural resources. This revealed their struggle to preserve their autonomy, social organization and ancestrallaws.
