    La seguridad es una de las principales prioridades para los guatemaltecos, baste un dato para hacerse idea, el país sufre uno de los niveles más altos de violencia en el mundo, con una tasa de 39 homicidios por 10,000 habitantes. Aunque a partir de los Acuerdos de Paz, se han realizado una serie de esfuerzos para fortalecer el Estado de derecho y por ende la seguridad, sin embargo, la realidad y complejidad del país exige nuevas estrategias e implementar un modelo que consolide la tan deseada seguridad. La finalidad del presente artículo es sentar las bases que conduzcan a la “propuesta de un modelo de seguridad democrática para Guatemala”.

    Este modelo parte del supuesto de que la identidad de una sociedad se forma a partir de consensos, los cuales llegan a la postulación de los derechos humanos y el estado democrático como el fundamento de la integridad de una sociedad. Para preservar esto el modelo de seguridad democrática debe impulsar un mecanismo sistémico de protección y consolidación de los principios de derechos civiles, sociales, económicos y culturales, que son el fundamento del Estado democrático.

    El marco legal-institucional de la seguridad democrática se compone preferentemente de dos instrumentos: Por un lado el Pacto para la seguridad, la justicia y la paz, el cual contribuiría a “desarrollar una estrategia cooperativa que incorpore y corresponsabilice a todos los sectores sociales e instituciones del Estado, a fin de alcanzar mejores niveles de gobernabilidad, seguridad y protección frente la criminalidad, la violencia y la impunidad en el país”; y, por otro, la consolidación de la Política Nacional de Seguridad -PNS-: que tiene como fin “integrar los esfuerzos de todo el país en un propósito común: lograr el desarrollo integral, fortalecer la democracia y superar las desigualdades sociales, para edificar una “Guatemala Segura y Próspera”.

    Security is one of the main priorities for Guatemalans, one data is enough to comprehend the idea, the country suffers 39 murders per 10,000 habitants. Although since the signing of the Peace Accords a series of efforts have been done to strength the Rule of Law thus the security, however, the reality and complexity of the country demands new strategies and the implementation of a model that consolidates the long wanted security. The point of this article is to propose the bases that will conduct “Proposal for a Security Democratic Model for Guatemala”.

    This model parts from the identity of a society that establish itself from consensus, which come from human rights and the democratic state as the bases of the integrity of the society. In order to have the preservation of this the model of democratic security needs to implement a mechanic system of protection and consolidation of the civil, social, economic and cultural rights, which are the pillars of the democratic State.

    The legal and institutional framework of democratic security needs preferably two instruments: In one hand the agreement for the security, justice and peace which will contribute to “developing a cooperative strategy that involves and held responsible every single social and institutional sector of the State, in order to accomplish better levels of governability, security and protection against criminality, violence and impunity in the county”; on the other hand the consolidation of the National Security Policy –PNS- that has the propose of “integrating the efforts of all the county to the sole propose of achieving the integral development, strengthen the democracy and overcome the social inequalities in order to the edification of a Secure and Prosper Guatemala”.
