Resumen de Presupuesto del Poder Judicial en la Provincia de La Pampa

El tema abordado en este artículo corresponde al proyecto “Génesis y transformación del Poder Judicial deLa Pampa: reconstrucción histórica a través de un relevamiento documental y testimonial”, acreditado enla Facultad de Ciencias Económicas y Jurídicas dela Universidad Nacional de La Pampa en el año 2013. El objetivo del presente trabajo es considerar y analizar las características del presupuesto, en especial el que corresponde al Poder Judicial, para conocer su uso y funcionamiento en el marco del contexto institucional pampeano. Asimismo, se busca poner de manifiesto las instancias que permiten al ciudadano tener un papel más activo y responsable en la organización pública.Se efectúa un análisis descriptivo e interpretativo del presupuesto, la cuenta de inversión, y su articulación con la normativa aplicable. Los aspectos desarrollados comprenden el proceso de elaboración del presupuesto en la provincia deLa Pampacon indicación de los actores intervinientes, la clasificación del gasto del poder judicial y la información pública del personal judicial.Asimismo se invita a la reflexión sobre la necesidad de transparentar y modernizar el sistema presupuestario judicial de la provincia de La Pampa, cuya regulación legal tiene una antigüedad superior a los 50 años.

The topic that we speak about in this paper is based on the research project “Genesis and transformation of the Judiciary of La Pampa: historical reconstruction from documents and testimonies”, accredited at the Faculty of Economics and Law of the National University of La Pampa in the year 2013.The aim of the text is to consider and to analyze the characteristics of the budget, specially the one of the Judiciary, in order to know its use and functioning in the institutional provincial context. In addition, we pretend to describe the proceeding stages that allows the citizen to have a more active and responsible role in the public organization.We make a descriptive and interpretative analysis of the budget, the investments accounts and their articulation with the legal regulations. These aspects imply the processes of the budget’s elaboration with the indication of the actors involved; the public spending’s classification of the judiciary and the public information of the judicial staff.Finally, an invitation to think about the need of transparence and modernization of the economic resources estimation of the judiciary is made due to the fact that its legal regulation is more than fifty years old.
