Resumen de Radiografía del empleo público en España

El artículo presenta una serie de estadísticas comparativas para ilustrar la situación del empleo públi-co en España. El objetivo es brindar información útil para el análisis de cualquier otro estudio que pueda ser realizado sobre el gasto público en el contexto de la crisis así como en las propuestas so-bre las reformas que se puedan llevar. Empezaremos por ofrecer una visión cuantitativa de los datos a julio de 2015 y continuamos posteriormente con el análisis de la evolución del empleo público entre 2002 y 2015, segmentándolo en dos periodos, el antes indicado y el específico que va desde 2008 al 2015, por ser el afectado por la crisis económica. Destacamos las referencias que se harán a la visión de género en el empleo público español así como las distintas Comunidades Autónomas que han tomado caminos diferentes a la hora de atender unos y otros servicios en estos últimos años. De la información aportada y de cara al medio y largo plazo se aconsejan reformas en el modelo de empleo público español y más concretamente en el nivel autonómico, estableciendo indicadores o ratios que sirvan para buscar el equilibrio territorial y no profundizar en las diferencias y consiguientemente en las desigualdades.

The article presents a series of comparative statistics to illustrate the situation of public employment in Spain. The goal is to provide useful information for the analysis of any other study that may be con-ducted regarding public spending in the context of the crisis, as well as for any proposals related to any reforms that may be accomplished. We start by offering a quantitative view of the figures for July 2015 and continue thereafter on the quantitative analysis of the public employment's evolution from 2002 to 2015, segmenting it into two periods, the aforementioned one and the specific one going from 2008 to 2015, considering this one to be the most affected by the economic crisis. We highlight the references that will be made to the gender perspective in the Spanish public employment as well as how the Autonomous Communities have taken different paths when addressing different services within the last few years. From the information provided and facing the medium- and long- term, some reforms are recommended within the model of Spanish public employment, and more specifically within the autonomic level, by setting indicators or ratios that serve to seek territorial balance and not going deeper into differences and, consequently, the inequalities.
