    The administrative law of the year 2014 on litigation matters has been rich in developments. It has been marked by the strengthening of the role of the administrative court: whether with regard to the content of the matter as a court construing the agreement when a case is referred to it by third parties - CE, Ass., 4 April 2014, Tarn et Garonne, application no 358994 - or when a case is referred to it in cassation against a disciplinary measure - CE, Ass., 30 December 2014, Bonnemaison, application no 381245. On the legislative level, the law on the provisions regarding the fight against terrorism as well as the establishment of a semi-public company consisting of a single operation purpose, dominate the developments, whereas the exercise of the principle "silence is deemed to signal acceptance" keeps on requiring measures of implementation.

    L'actualité du droit administratif pour l'année 2014 a été riche au plan contentieux. Elle est marquée par un renforcement de l'office du juge administratif; que ce soit au fond comme juge du contrat lorsqu'il est saisi par les tiers - CE, Ass., 4 avril 2014, Tarn et Garonne, req. n° 358994 - ou lorsqu'il est saisi en cassation contre une sanction disciplinaire - CE Ass., 30 déc. 2014, Bonnemaison, req. n° 381245. Au plan de la législation, la loi sur les dispositions relatives à la lutte contre le terrorisme ainsi que l'institution d'une société d'économie mixte à opération unique dominent l'actualité, tandis que la mise en �uvre du principe "le silence vaut acception" n'en finit plus de nécessiter des mesures d'application.
