    In this article, the situation of the minority languages of Western and Southern Europe is discussed. The author has first categorized the differing linguistic situations and then provides pertinant data from state to sate, namely those in the European Union Switzerland, Austria, former Yugoslavia, and Albania. Subsequently, he makes several reflections on minority languages in which he touches on such matters as their definition, situation, rights, problems of official status and legal protection, etc. Finally, he calls for the need of an entity that would analyze the situation and development of Europe's minority languages as well as one that would protect and promote them.

    Artikulu honetan mendebal eta hego Europako hizkuntza gutxituen egoeraren berri ematen da. Hasteko errealitate linguistiko ezberdinen arteko sailkapen bat egin du autoreak, eta segidan estatuz estatuko datuak eskaintzen dizkigu: Europako Elkartea, Suitza, Austria, Jugoslabia-ohia eta Albania. Horren segidan hizkuntza gutxituei buruzko zenbait erreflexio egiten da: definizioa, egoera, eskubideak, ofizialtasunaren auzia eta lege babesak, estatu batean baino gehiagotan zatikaturik dauden hizkuntzen arazoa,... Azkenik, Europan hizkuntza gutxituen egoera eta bilakabidea aztertu, zaindu eta bultzatuko lukeen erakunde baten beharra azaltzen da.
