Three educational reform attempts took place in Greece between 1913 and 1964. The first attempt was made in 1913 by Ioannis Tsirirnokos, Minister of Education in the Eleftherios Venizelos government. The second attempt was made in 1929 by Konstantinos Godikas; Minister of Education, also in a later Venizelos government, whereas the third one was undertaken in 1964 by Georgios Papandreou who was both Prime Minister and Minister of Education, with Loukis Akritas, Vice-Minister of Education. In the first attempt the educational law drafts were not voted by the Parliament and they remained locked in 'the time-closet of History'. Although the first attempt was unsucces ful, both the second and third became law (4373/1929, 4397/1929 and 4379/1964).
