    El uso de la locución “tutela multinivel” es cada vez más habitual tanto en la literatura especializada, como en los documentos oficiales de instituciones vinculadas, en el ejercicio de sus funciones, con la promoción y garantía de los derechos humanos. Sin embargo, su delimitación conceptual sigue siendo imprescindible. En estas páginas trataremos de definir el concepto que nos ocupa en conexión con el marco teórico en el que se origina, pero matizando este vínculo en atención a la situación actual de la tutela de los derechos más allá de las fronteras de los Estados soberanos. La protección internacional de los derechos humanos ha experimentado avances significativos desde mediados del siglo XX, muy especialmente en el espacio jurídico europeo. Y por esta razón, el análisis del sistema regional europeo ocupará buena parte de las páginas que siguen, en las que no podremos obviar los desafíos a los que se enfrenta hoy el sistema del Convenio de Roma y, por extensión, aquellos otros que, como el interamericano, intentan avanzar en la misma dirección.

    The use of the term "multi-level protection" is increasingly common both in specialized literature and in official documents of institutions related to the promotion and guarantee of human rights. However, its conceptual delimitation remains essential. In these pages we will try to define this concept in connection with the theoretical framework where it was originated. This relationship will be clarified in view of the current situation of the protection of human rights beyond the borders of sovereign States. The international protection of human rights has made significant progresses since the mid-twentieth century, especially in the European legal space. And for this reason, much of the following pages will focus on the European regional system. We cannot ignore the challenges that the system of the Rome Convention is facing nowadays, and those that are trying to move in the same direction, as the Inter-American System.
