L' étabissement a posteriori de la realité financière est une préoccupation ancienne et continue. Si le règlement des comptes semble de prime abord être une question technique, , celui-ci relève avant tout de considérations politiques, révélant notamment la realité du partage des pouvoirs financiers entre exécutif et législatif.
La seconde partie de cette étude propose d' étudier ce processus sous la Ve Repúblique.

Determining the financial reality after the fact has been a longstanding concern which continues today. while the settlement of accounts may seem at first to be a technical matter, above all it is based on political considerations, revealing in particular the reality of sharing financial powers between the executive and legislative branches.
The second part of this study takes a closer look at this process in the Fifth Republic.
