  • Presentation of the EU Operational Guidelines for vessels in need of assistance SPAIN FIRST COUNTRY TO IMPLEMENT THE GUIDELINES SUCCESSFULLY Summary: The official presentation of the EU Operational Guidelines for ships in need of assistance, has been the goal of the European Commission at the main international forum on maritime safety, the Maritime Safety Committee of the International Maritime Organization (IMO). Spain was the first country to implement the guidelines successfully when it granted a place of refuge in the port of Bilbao to the listing cargo ship the "Modern Express”.
