    A la luz de las teorías y conceptos que abordan la gobernanza, la transparencia y la rendición de cuentas, esta investigación expone los resultados generales de un ejercicio de participación social organizada titulado “La acreditación ciudadana de la función contralora de los municipios en México”. Mediante la aplicación de la técnica ciudadana de “acreditación institucional” se aplica la herramienta de control construida ad hoc “Matriz de diagnóstico para la acreditación ciudadana de la función contralora del municipio de Juárez”, una alternativa que promueve una administración pública más efectiva y transparente por parte del gobierno municipal de Juárez, Chihuahua. Tanto la técnica como la herramienta buscan el diagnóstico a sistemas administrativos públicos con la finalidad de acotar la discrecionalidad gubernamental, fortaleciendo el diseño y la competitividad institucional

    In the light of the theories and concepts that address the governance, transparency and accountability, this investigation exposes the overall results of an exercise in social participation organized entitled “The accreditation function citizen of the Comptroller of the municipalities in Mexico”. Through the application of the technique of citizen “institutional accreditation” applies the tool of control built ad hoc “Diagnostic matrix of the accreditation function citizen of the Comptroller of the municipality of Juarez”, an alternative that promotes a more effective public administration and transparent by the municipal government of Juarez, Chihuahua. Both technical and diagnostic tool to seek the public administrative systems with the purpose of limiting the government discretion, strengthening the design and the institutional competitiveness
