    Se realiza una revisión histórica al tema del ordenamiento territorial, haciendo énfasis en las competencias que han tenido los diferentes niveles territoriales, y cómo se han modificado a raíz de la implementación del proceso de descentralización, analizándose también los recursos entregados, dificultades y retos que enfrentan los municipios en dicha tarea

    This article presents a historical review of the topic of territorial ordering, with an emphasis on the responsibilities assigned to different territorial levels and they way in which they have been modified after the implementation of the decentralization process. It also analyzes the resources provided and the difficulties and challenges faced by the municipalities in carrying out the above mentioned task
