    • The article discusses the changes on the Russian foreign policy which is based on the assumption that the new world is dangerously unpredictable. It mentions that the policy is resurrected Russian Imperial and Soviet traditions married to specific assessments of new and unprecedented developments on the international scene. It notes that the rise of Aisa provides an alternative source of capital and technology to develop Russia's eastern regions using their new competitive advantages
