Resumen de Intervenciones armadas y estrategias de seguridad internacional en perspectiva comparada: Nuevo orden mundial y el período pos 11 de septiembre

El objetivo del trabajo es analizar dos variables: seguridad internacional e intervenciones armadas, en una perspectiva comparada de dos momentos históricos. “Seguridad internacional” es la variable independiente, que influye sobre el modo en que se llevan adelante las “intervenciones armadas” (la variable dependiente). Sobre la primera se realiza un estudio desde lo conceptual, es decir, qué significado se le da a la seguridad en los dos períodos propuestos: el período del Nuevo Orden Mundial hasta los atentados del 11 de septiembre y de este último hecho al año 2008. La variable dependiente, “intervenciones armadas”, también se caracterizará desde lo conceptual, pero el énfasis estará concentrado en la descripción y análisis de los hechos concretos. Se podrá apreciar a lo largo del artículo que el análisis está sustentado en hechos concretos de la política internacional que tienen el centro de gravedad a EE.UU., por tratarse del actor preponderante en el escenario estratégico militar, marco contextual donde juegan las variables seguridad internacional e intervenciones armadas.

The aim of this work is to analyze two variables: international security and armed interventions, in a compared perspective of two historical moments. “International Security” is the independent variable that influences the way that the “armed interventions “(the dependent variable) are carried out. Over the first, a study from the concept aspect is done, meaning by this, that this study will figure out what is the meaning given to Security in both proposed periods: The period of the New World Order up to the attacks of September 11 and from this event to the present year. The dependent variable “armed interventions” will be also analyzed based from a conceptual approach, but the emphasis will be focused in the description and analysis of specific facts. Through the reading of the article we will be able to appreciate, that the analysis is sustained in specific facts of international policy that focus on the United States being him the main actor in the military strategic scenario, framework where the international security and armed intervention variables play.
