Una de las manifestaciones más importantes de la política comunitaria migratoria es la ordenación de la inmigración de carácter económico. No en vano, son muchos los documentos comunitarios en los que se insiste en la necesidad de regular los requisitos de entrada y residencia y condiciones laborales de los nacionales de terceros Estados que acceden al mercado de trabajo europeo. Incluso se ha planteado un eventual reconocimiento de la libertad de circulación a tales trabajadores extracomunitarios. Sin embargo la realidad presenta un panorama algo diferente pues aunque dicha regulación exista, la finalidad con la que había sido proyectada ha quedado algo encubierta. Los objetivos comunes de facilitar la integración de los trabajadores extracomunitarios han cedido frente a otros objetivos, también comunes, pero en interés propio: la mejora de la economía de la Unión. Por otra parte, el alcance de dicha ordenación nunca podrá alterar los sistemas internos de inmigración de los Estados miembros, entre cuyos principios destaca, sobre cualquier otro, el de preferencia comunitaria en el acceso al empleo.
One of the most important features of the migration policies in the Community is the management of economic immigration. Not surprisingly, there are many Community documents that insist on the need of regulating the entry and residence requirements, and working conditions of nationals from third countries entering the European labour market. It has even been considered a temporary recognition of free movement to those non-EU nationals. Nevertheless, reality has a slightly different outlook as, even though such regulation is in force, the aim for which it had been planned has become somewhat hidden. The common objectives of making the integration of non-EU nationals easier have given in to other goals, also common, but on the self-interest of improving the economy of the European Union. On the other hand, the scope of this regulation will never be able to change the internal immigration system of the Member States, whose principles include, above all, the Community preference in the access to employment.
