    This contribution’s main goal is to analyse the poll's emergence conditions and its political and legal constraints, in Portugal. In order to fulfil this objective, we will consider the relation of this technique with the political context and, specifically, the importance of the political regime in polls development. The basic argument of the study is that polls are a product of the democratic regimes. In this article, we will analyse the political and the legal evolution of polls, in Portugal, as two fundamental elements for this technique development.

    O contributo presente tem como objectivo central o de analisar o panorama de surgimento e condicionantes de ordem política e legal das sondagens políticas, em Portugal. Para a concretização deste objectivo ter-se-á em consideração a relação desta técnica com o contexto político e, concretamente, a importância do regime político no desenvolvimento das sondagens. Ressalta-se como argumento principal que as sondagens são um produto dos regimes democráticos, sendo que neste sentido, analisar-se-á a evolução política e legal das sondagens em Portugal, como dois elementos fundamentais no devir desta técnica.
