    En el actual contexto, habida cuenta, por un lado, la profunda crisis de empleo padecida, pero también y al tiempo, el fomento de un nuevo modelo de relaciones laborales –de “flexiseguridad”-, el interno régimen de protección por desempleo debe, al igual que otras instituciones, someterse a reflexión, particularmente desde una óptica de empleo. Es preciso, y tal es el objetivo último del presente estudio, desvelar si el vigente Título III LGSS contribuye a la adaptación y mejora de la cualificación de los desempleados y, por ende, favorece, junto con otros factores, la generación de expectativas objetivas de retorno al mercado de trabajo. A tal efecto, requisitos de acceso a la protección –con especial atención al nuclear compromiso de actividad-, prestación contributiva y programas de empleo son, entre otros aspectos, sometidos a valoración desde la óptica de la empleabilidad de los beneficiarios.

    Based on the current context and given the nature of the serious employment crisis, but also, at the same time the development of a new model of labour relations – "flexicurity" -, the domestic unemployment protection scheme, as well as other institutions, must undergo reflection, particularly from the perspective of employment. It is necessary, and this is the ultimate objective of the present study, to reveal whether the current Title III of the General Law of Social Security contributes to adaptation and improvement of the qualification of the unemployed and, therefore, favours, along with other factors, the creation of objective expectations to encorauge the return to the labour market. For this purpose, requirements for access to protection - with special attention to the commitment of activity-, contributory benefits and employment programmes are, among other things, submitted to the evaluation from the perspective of the employability of the beneficiaries.
