This paper expresses the foundations of a property which aims at making entirely compatible various computers and softwares, and which is a condition to the achievement of any open distributed processing in the nextcoming years: interoperability. We define interoperability from three complementary levels: communication support, transparency of exchanged data and accessibility to available services. In relation to these three factors, we establish an overwiew of existing concepts and solutions that nowadays comply with interoperability requirements. The second part of the paper proposes a solution for monitoring of services used by end-users in communication environment: a service-oriented management system. The described system aims at both providing end-users with information about accessible and available services and ensuring quality of provided services. We expose in this paper the basic architectural principles of our solution, and a general specification of the components.
