El caso de la red ENCORE: ¿Crisis económica o política?

    The ENCORE –Environmental Conference of the Regions of Europe– was created in 1993 as a subnational political collaboration forum holding biannual Conferences, in which the environmental Regional Ministers and political representatives of the EU (European Union) regions could discuss environmental issues and establish a common position that would be addressed to the EU authorities with the aim of influencing the EU policies created in Brussels.

    After 20 years of life, ENCORE has evolved into a political subnational network with a full organization structure and wider objectives. The particular origin of ENCORE –an initial lobby based in a Conference that has become a full network– and its evolution, makes of ENCORE a sui generis network among its counterparts.

    The ENCORE currently counts with 119 member regions –those signatories of the Valencia Charter– and has the particularity of being a free and open network to all European regions. The fact that ENCORE members do not have to pay any membership fee to take part in it –an aspect that contrasts with the practice in most political subnational networks– entails that ENCORE works without a self-budget and that its activities and works (Conferences, Secretariat, hosts of Steering Group meetings etc.) are developed by means of the voluntary commitments of members regions, mainly those belonging to the Steering Group.

    Along the 20 years of ENCORE life, the network has had high points –with ambitious agendas and relevant results– and critical moments –inactivity of member regions that have led ENCORE to certain moments of stagnation–. It must be highlighted that, in the case of the ENCORE network, a direct relation between the irregularity of its results and the diverse global or particular economic conditions does not exist. Yet more, when trying to identify the cause of the changes in the ENCORE behaviour and results, we must look to the regional elections and eventual political changes, and mainly to the existence or inexistence of political interest and commitment, rather than to a certain economic situation.

    ENCORE –Environmental Conference of the Regions of Europe– fue creada en 1993 como una colaboración política para celebrar de forma bianual Conferencias en las que los Consejeros y responsables políticos para asuntos medioambientales de las regiones de la Unión Europea pudieran debatir temas medioambientales en profundidad y trasladar una posición común a las autoridades comunitarias con el fin de influenciar las políticas europeas medioambientales creadas en Bruselas. Tras 20 años de singladura, ENCORE ha evolucionado hasta convertirse en una red política subnacional con una estructura orgánica y unos objetivos más amplios. Su peculiar origen –un lobby basado en una Conferencia que se transforma en una red– y evolución, hacen de ENCORE una red sui generis entre sus homólogas.

    La red ENCORE tiene en la actualidad con 119 regiones miembro –las regiones firmantes de la Carta de Valencia– y cuenta con la particularidad de ser una red abierta y gratuita a todas las regiones europeas. El hecho de que los miembros de ENCORE no deban pagar una cuota para participar en la red –hecho que contrasta con la realidad de la mayoría de las redes de regiones de carácter político– conlleva que ésta funcione sin presupuesto y que sus actividades y trabajos (Conferencias, Secretaria, anfitriones de las reuniones del Steering Group etc.) se desarrollen mediante los compromisos adquiridos voluntariamente por sus regiones miembro, mayormente aquellas pertenecientes a su Steering Group.

    A lo largo de sus 20 años de singladura, ENCORE ha vivido momentos álgidos –con agendas ambiciosas y resultados trascendentes– y también críticos –inactividad de las regiones miembro que han llevado a la red a un estado de cierto letargo–. Cabe destacar que, en el caso de la red ENCORE, no exista una relación directa entre la irregularidad de su rendimiento y las coyunturas económicas globales o particulares, sino que, de buscar una causa para estos cambios, ésta debería encontrarse más bien en las elecciones regionales y los eventuales cambios de gobierno, y mayormente en el interés o desinterés del responsable político de la región en cuestión.
