Resumen de Distribución, compensación y fondos estructurales: una propuesta metodológica

  Este trabajo tiene por objeto analizar el problema de la distribución interregional de dos fondos de desarrollo: El FCI y el FEDER. Ambos instrumentos, además de satisfacer la vocación compensadora de la política regional, han de ser repartidos de modo que se tiendan a igualar las oportunidades de desarrollo de las distintas regiones. Se identifica el problema distributivo planteado y se enmarca en un modelo teórico denominado �Igualdad de Oportunidades para el Desarrollo�. A continuación, se describen sintéticamente los modos de reparto reales de dichos fondos. Finalmente, se lleva cabo un ejercicio ilustrativo de simulación del método de reparto propuesto.

  The purpose of this paper is to analyse the problems involved in the interregional distribution of two development funds: the FCI and the FEDER. Both these funds must, while satisfying the compensatory aims fixed by regional level politics, be shared out in such a way as to increase the provision of equal opportunities for development in the various regions. First of all, the distributive problems involved are defined and set out in the framework of a theoretical model entitled �Equal Opportunities for Development�. This is followed by a brief description of the methods actually used to distribute the funds in question. Finally, a working simulation is carried out to illustrate the proposed method of distrtibution.
