Assistência, acção social e municípios: apontamentos históricos e desafios actuais

    In Portugal, the importance of the municipal entity seems to have a special significance when one compares his story to other European countries. Its centrality in the articulation of the national society was originally marked by liberal Romantic historiography - especially in Herculano’s fundamental work, whose first volume was published in 1846 and which, according to specialists, inaugurates the scientific historiography in our country. The same centrality is noted on some more recent studies and especially, on assignments, skills and socio-political role that municipalities have been granted within the framework of democracy brought from April 25, 1974.

    Recovering synthetically the historical constitution of municipal instance, the article presents aims to provide an overview of the evolution of social welfare at the local level, the contemporary legal framework that defines the Social Action in the national protection system and the place that it is reserved for local governments as well as the challenges facing municipalities in territorial cohesion.

    Em Portugal, a importância do ente municipal parece ter um significado especial se se compara a sua história com a de outros países europeus. A sua centralidade na articulação da sociedade nacional foi assinalada originalmente pela historiografia romântica liberal – em especial na obra fundamental de Herculano, cujo primeiro volume foi publicado em 1846 e que, segundo os especialistas da área, inaugura a historiografia científica no nosso país. A mesma centralidade constata-se em estudos mais recentes e, sobretudo, nas atribuições, competências e papel sociopolítico que aos municípios vêm sendo conferidos no quadro da democracia instaurada a partir de 25 de Abril de 1974. O artigo que se apresenta, recuperando sinteticamente a constituição histórica da instância municipal, tem por finalidade oferecer uma perspectiva da evolução da assistência social no âmbito local, do quadro legal contemporâneo que define a Acção Social no sistema de protecção nacional e o do lugar que nele é reservado às autarquias, bem como dos desafios que enfrentam os municípios na coesão social territorial. In Portugal, the importance of the municipal entity seems to have a special significance when one compares his story to other European countries.
