Despite the almost universal gloom about the prospects for urban policy in England, there is an arguable case that the current policy framework offers considerable promise to those big cities ready to take advantage of the government's new dispensations. The two key principles - working strategically within a framework of functional city regions; and devolving responsibilities and resources to this more local level - hold great scope for those areas ready to think where their strengths and potential lie. City Deals are a key element in this. It may be that, rather than new resources, new thinking is needed to achieve real change in those provincial cities that are now the drivers of regional economic growth
