    • Purpose of this article is to take a look over management of railway companies, in order to explain the so called railway deficit, from a realistic point of view and taking into account the externalities railway might mean for a country.

      In the first place, the study goes through internal management, stressing especially quality, commercial and productivity indexes. On the other hand, this evaluation must be done on a constant price basis, taking into account, when possible, the extra value added on the railway net in itself, which can bring forward a favorable balance for the exploitation.

      Next, the question of competence and profitability of railway, in comparison with other means of transport is deal with. In the first place EEC transport policies (which can be in short described as autonomous management policies). In the second place, the technic of costs imputation is applied by means of which, profitability of railway can be put forward (in comparison with other means of transport and a classification of railway lines attending to their profitability is included. In the third place, the social balance regarding railway externalities is studied. A quantitative evaluation of these externalities has not yet been achieved.

      As a last point, the possibility of an agreement between the state and railway administration is studied, in order to get some clarification by means of white books or program contracts. The distribution from resources and planning in the short and medium term are also put forward.

      As a summary, railway nets must have the consideration of public institutions, working on an autonomous basis in the management of public transport, which is ultimately a public service and its administration must be carried out in collaboration with the state.
