En los últimos años se ha producido un intenso debate político y académico sobre los obstáculos para aprobar y poner en práctica las políticas públicas que México necesita para su desarrollo. El artículo tiene como objetivo mostrar que las causas últimas de la incapacidad para modificar el statu quo y estimular un gobierno reformista, residen en el sistema institucional y de incentivos políticos que limitan los espacios de acuerdo entre los actores del sistema. A partir de la reflexión sobre los puntos de veto se argumenta que, conforme aumentan los contrapesos institucionales, traducidos en el juego multilateral de vetos, la probabilidad del Ejecutivo para aprobar reformas estructurales y cambiar de statu quo disminuye.
Lately there has been an intense political and academic debate in regards to the obstacles for approving and for putting into practice public policies that Mexico needs for its development. The objective of this article is to show that the last causes of the incapability to modify the status quo as well as to stimulate a reformist government, lie in the institutional and political incentive system, which limits the spaces according to the agreements among the system's actors. Starting from reflection on points of veto, this article contends that insofar as institutional counterbalance increases –traduced in the multilateral game of vetos– the President's probability to approve structural reforms and to change the status quo decreases.
