    Between autonomy of management and dependence towards internal and external actors, the National Public Establishments officers are a heterogeneous group in the more general function of the principal officers of the public sector. Their in particular budgetary responsibility and the penalties which become attached to it, had to since the LOLF reform to take into account the evolutions of the public management But what do the principals and how they understand their current budgetary responsibilities and the separation between their duties and those oi the accountant? Hundred persons in charge participated in a survey which allows to answer partially these two questions.

    Entre autonomie de gestion et dépendance vis-a-vis d' acteurs internes et externes, les ordonnateurs d'Établissements Publics Nationaux forrnent un groupe hétérogene au sein de la fonction plus générale des ordonnateurs principaux du secteur publico Leur responsabilité en particulier budgétaire et les sanctions qui s'y attachent, devaient depuis la LOLF se réformer pour prendre en compte les évolutions de la gestion publique. Mais qu'en pensent les principaux intéressés et comment appréhendent-ils leurs responsabilités budgétaires actuelles et la séparation entre leurs fonctions et celles du comptable? Une centaine de responsables ont participé a une enquéte qui permet de répondre en partie a ces deux questions.
