The removal of port infrastructures far from city centres and the conversion of former port areas have participated in distending the relations between ports and city dwellers in a certain number of port cities along the last decades, thus creating potential obstacles to the future development of these urban areas. As a consequence, the port is less and less a part of the town in the eyes of Le Havre inhabitants. Some local stakeholders have proposed innovations so as to answer these evolutions and have indeed created in 2013 a port center, a type of organization previously unknown in France. But these initiatives seem to have a reduced effectiveness.

Le loignements des infrastructures portuaires des centres-villes et la reconversión des anciens quartiers portuaires ont contribué à desserrer les relations entre activités portuaires et citadins dans un certain nombre d’agglomerations au cours des dernières décennies, ce quei pourrait poser problème poru leur développement à venir. Le port fait ainsi de moins en moins partie de la ville aux yeux des habitants de l’agglomérations havraise. Des acteurs locaux ont proposé des innovations afin de répondre à cette évolution et ont en particulier créé en 2013 un port center, structure inédite en France. Mais l’efficacité de ces initiatives semble limitée.
