New Zealand has had a digital pay-TV service since 1998, but Freeview offerings began only in 2007. Digital penetration is now somewhere between 61 per cent and 70 per cent, but no date has yet been set for analogue switch-off. The transition to digital is complicated by the government's policy to remove the Charter from the publicly owned broadcaster TVNZ, the uncertain fate of TVNZ's two digital-only channels, and the lack of policy concerning public broadcasting.
