Más allá de la teoría de la consolidación: dimensiones problemáticas de las instituciones en nuevas democracias

    El artículo parte de la, aún vigente, crítica que hace más de una década hiciera Guillermo O'Donnell a las teorías de la consolidación. La persistencia en diversos países latinoamericanos de los problemas observados entonces sugiere que se requieren herramientas teóricas más profundas y ricas para analizar lo que en realidad ha sucedido con las nuevas instituciones que fueron creadas, y que se siguen creando, para avanzar en los procesos de democratización y que no han funcionado como se supone que deberían hacerlo. Recurriendo a diversas corrientes de la teoría de las instituciones, podemos observar que el cambio dentro de la institución, el conflicto y la relación entre instituciones formales e informales son algunas dimensiones problemáticas importantes que nos pueden ayudar a comprender mejor los procesos mencionados.

    The article starts from the still valid critique that was made a decade ago by Guillermo O'Donnell to the theories of consolidation. The persistence in several Latin-American countries of the problems observed then suggests that more profound and richer theoretical tools are needed to analyze what has actually happened with the new institutions that were created and that are still being created to make progress with the democratization processes, which have not worked as they were supposed to. Resorting to several tendencies in the theory of institutions, we may observe that change within the institution, as well as conflict and the relation between formal and informal institutions are some of the major problematic dimensions that may help us to understand the above-mentioned processes better.
