Resumen de Transparencia y participación ciudadana en Castilla y León. Análisis de la Ley 3/2015, de 4 de marzo

El 10 de diciembre de 2015 ha entrado en vigor el contenido principal de la Ley 3/2015, de 4 de marzo, de Transparencia y Participación Ciudadana de Castilla y León, incluido en sus Títulos I y II, relativos a la transparencia de la actividad pública y a la organización creada en garantía de su cumplimiento, el Comisionado y la Comisión de Transparencia. En este artículo se analizan las innovaciones que presenta la regulación autonómica y su inserción en el régimen básico que proporciona la Ley 19/2013, de 9 de diciembre, de transparencia, acceso a la información pública y buen gobierno. El estudio se completa con referencia a las normas sobre participación ciudadana a través del Portal del Gobierno Abierto que introduce la Ley autonómica en su Título III, con vigencia inmediata desde su publicación.

The main content of the Castilla y León Law 3/2015, March 4th, of Transpar-ency and Civic Participation, in Titles I and II, concerning the transparency of the public activity and the organization created for ensuring the Law com-pliance, the Commissioner and Commission of Transparency, has come into force on December 10th 2015. In the present paper, the novelties of this Au-tonomous Community regulation are analyzed, along with its insertion in the basic regime provided by the Law 19/2013, December 9th, about transpar-ency, access to public information and governance. The analysis is completed with the regulations about the civic participation through the Open Govern-ment Portal introduced by the autonomic Law, in Title III, that takes effect immediately upon publication.
